1ኛ.ኢትዮጵያ ሀገራችን የብዙ ሺህ ዓመት አኩሪ ታሪክ ያላት እና የተለያዩ ቋንቋዎች የሚነገርባት ፣ህዝቦ የቋንቋ ልዩነት ሳይገድበው አንዱ ከሌላው የተዋለደ፤ እጅግ ውብ እና ማራኪ ቋንቋ ፣ብህል ፣ልምድ፣ ወግ ፣አለባበስ እና አመጋገብ ወዘተ… የሚታይባት ድንቅ ሃገራችን ናት፡፡ ይሁን እንጂ የወያኔ መንግስት ስልጣን ከያዘ ለዚያውም በ21ኛ ክፍለ ዘመን አንድ ከሚያደርገን ኢትዮጵያዊነት በላይ የምንናገረው ቋንቋ እና የተወለድንበት አካባቢ መሠረት ያደረገ ጠባብ ጎሰኝነት ጎልበት እንዲኖረው ለማድረግ እየሞከረነው፡፡ ከዚህም በላይ በጎሣ መከፋፋሉ ሲያስቆጨን ይበስ ብሎ እናተ ከዚህ ቦታ ለቃችሁ ሂዱ! ይህ የእናንተ ቦታ አይደለም በማለት ዜጎችን ማፈናቀል፣ መግደል ፣ሀብት ንበረት ማውደሙ እና ዘረኝነትን ማስፋፋቱ ያላስቆጨው ያላንገበገበው ማነው ? ይህን ቁጭቱን እና በደሉን መግለፅ የማይፈልግ ማነው?

2ኛ. በዓለም ላይ ካሉ ታላላቅ እምነቶች መካከል ክርስትና እና እስልምና ዋንኞቹ ናቸው፤ እነዚህን እምነቶች በመቀበል እኛ ኢትዮጵያዊያን ከቀዳሚዎቹ መካከል እንገኛለን፤ ክርስትናን እና እስልምና እምነቱን መቀበላችን ብቻ ሣይሆን የተቀበልነው እምነት ህግና ሥርዓት አክብሮ በማስከበር ወደር አይገኝልንም፡፡ በእነዚህ ታላላቅ እምነቶች መንግስት እጁን በማስገባት የፖለቲካ ዓላማ ማስፈፀሚያ ለማድረግ ያልፈነቀለው ድንጋይ ምን አለ ? በተለይ በሙስሊሞች ላይ እየፈፀመ ያለው በደል እና በእምነቱ ተከተዮች (የሙስሊም መፍትሄ አፈላላጊ ኮሚቴዎች) ላይ ያለጥፋታቸው በሐሰት በመወንጀል አሸባሪ ብሎ በእስር ማሰቃየቱ እጅን አስጨብጦ ጥርሱን ነክሶ ያልተቆጨ ማነው?

3ኛ. አንዶአለም አራጌ፣ ናትናሄል መከንን፣ በቀለ ገራባ፣ ኦልባና ለሊሳ እና ሌሎችም የፖለቲካ እስረኞች እንደማንም ኢትዮጵያዊ የራሰቸው ንሮ እና ህይወት ያላቸው ናቸው፡፡ ይሁን እንጂ ነፃነት እና ፍትህ ለነሱ ሁለተኛ ጉዳይ አይደለም የመጀመሪያ ጥያቄያቸው ነው! ከራስ ወዳድነት አልፈው ይህ ጥያቄ የኛ ብቻ ሣይሆን የኢትዮጵያዊያን ጥያቄ ነው በማለት በአደባባይ ስለነፃነት እና ፍትህ የዘመሩ በዚህም አኩሪ ተግባራቸው በእኛ የኢትዮጵያዊያን ዘንድ ልዩ ቦታ የምንሰጣቸው ነን፡፡ ይሁን እንጂ የወያኔ መንግስት እነኚህ ምርጥ የኢትዮጵያዊያን በማሰር እያሰቃያቸው ይገኛል፤ ይህ ስቃያቸው ያልተሰማን ከዚህ ስቃይ እንዲወጡ ምን ባደርግ ይሻላል እያልን እራሳችንን ያልጠየቅን ስንቶቻችን ነን ? በሆነው ነገር ያልተቆጨ ማነው ?

4ኛ. በሀገር እና በህዝብ ላይ የሚፈፀም በደል ማቆም አለበት፤ መንግስት እየወሰዳቸው ያለው እርምጃ የዜጎች ሰብአዊእና ዲሞክራሳዊ መብቶችን የጣሱ ናቸው በማለት ሃሳብን በነፃነት የመግለፅ መብታቸውን ተጠቅመው ከምንም በላይ የጋዜጠኝነት ስነምግባር ጠብቀው ሚዛናዊ መረጃ ለእዝብ ያደረሱ ዓለም ዓቀፍ ተሸላሚ የሆኑ ጋዜጠኖች በእስር ላይ ይገኛሉ፡፡ጋዜጠኛ እስክንድር ነጋ፣ እርዮት ዓለሙ እና ውብሸት ታዬ በስራቸው ዓለም ያደነቃቸው አድናቆቱም በሽልማት የታጀበ መሆኑ ለማናችንም ግልፅ ነው፡፡ እነዚህ የዓለም ህዝብ ቆሞ ያጨበጨበላቸው ጋዜጠኞች የወያኔ መንግስት በሽብርተኝነት ወንጅሎ በማሰር እያሰቃያቸው ይገኛል ፡፡ ይህ አይቶ ወይም ሰምቶ ዝም ማለት እንዴትስ ይቻላል ?

እነዚህ ከላይ የተዘረዘሩት አራት (4) ዋና ዋና ሃሳቦች ሀገርን እና ህዝብን የሚወድ ከምንም በላይ ለራሱ አላፊነት የሚሰማው ኢትዮጵያዊ ሁሉ ይህን በደል እና ግፍ የሚፈፅመውን አካል መጠየቅ እንደዚሁም እነዚህ በሐይል የተያዙ የኢትዮጵያ ልጆች እንዲለቀቁ መጠየቅ የሞራል ግዴታ ብቻ ሳይሆን እያንዳንዱ ለራሱ ሲል የሚያደርገው ነገር ነው ፡፡

ወዳጆቼ መቼም ምን ለማለት እንደፈለኩ ግልፅ ይመስለኛል ፤የፊታችን እሁ ድግንቦት 25 ቀን 2005 ዓ.ም ሰማያዊ ፓርቲ በጠራው የተቃውሞ ሠልፍ ቦታው ተገኝተን በአደባባይ ስለነፃነት እና ፍትህ ድምፃችን ከፍ አድርገን በህብረት እንዘምር !!! የዕለቱ ፕሮግራም ሰማያዊ ፓርቲ ማዘጋጀቱ እርግጥ ነው ቁም ነገሩ ግን ፓርቲው ያነሳው የህዝብ ጥያቄ ነው ! በህዝብ ላይ ደግሞ በደል እና ግፍ እየደረሰ ነው ይህ በደል እና ግፍ አይመለከተኝም ብሎ የቀረ ቀረበት፡፡

The state of the world's human rights 

The state stifled freedom of expression, severely restricting the activities of the independent media, political opposition parties and human rights organizations. Dissent was not tolerated in any sphere. The authorities imprisoned actual and perceived opponents of the government. Peaceful protests were suppressed. Arbitrary arrests and detention were common, and torture and other ill-treatment in detention centres were rife. Forced evictions were reported on a vast scale around the country.

 

Background

In August, the authorities announced the death of Prime Minister Zenawi, who had ruled Ethiopia for 21 years. Hailemariam Desalegn was appointed as his successor, and three deputy prime ministers were appointed to include representation of all ethnic-based parties in the ruling coalition.
The government continued to offer large tracts of land for lease to foreign investors. Often this coincided with the “villagization” programme of resettling hundreds of thousands of people. Both actions were frequently accompanied by numerous allegations of large-scale forced evictions.
Skirmishes continued to take place between the Ethiopian army and armed rebel groups in several parts of the country – including the Somali, Oromia and Afar regions.
Ethiopian forces continued to conduct military operations in Somalia. There were reports of extrajudicial executions, arbitrary detention, and torture and other ill-treatment carried out by Ethiopian troops and militias allied to the Somali government.
In March, Ethiopian forces made two incursions into Eritrea, later reporting that they had attacked camps where they claimed Ethiopian rebel groups trained (see Eritrea entry). Ethiopia blamed Eritrea for backing a rebel group that attacked European tourists in the Afar region in January.

Freedom of expression

A number of journalists and political opposition members were sentenced to lengthy prison terms on terrorism charges for calling for reform, criticizing the government, or for links with peaceful protest movements. Much of the evidence used against these individuals consisted of examples of them exercising their rights to freedom of expression and association.

The trials were marred by serious irregularities, including a failure to investigate allegations of torture; denial of, or restrictions on, access to legal counsel; and use of confessions extracted under coercion as admissible evidence.

• In January, journalists Reyot Alemu, Woubshet Taye and Elias Kifle, opposition party leader Zerihun Gebre-Egziabher, and former opposition supporter Hirut Kifle, were convicted of terrorism offences.
• In June, journalist Eskinder Nega, opposition leader Andualem Arage, and other dissidents, were given prison sentences ranging from eight years to life in prison on terrorism charges.
• In December, opposition leaders Bekele Gerba and Olbana Lelisa were sentenced to eight and 13 years’ imprisonment respectively, for “provocation of crimes against the state”.

Between July and November, hundreds of Muslims were arrested during a series of protests against alleged government restrictions on freedom of religion, across the country. While many of those arrested were subsequently released, large numbers remained in detention at the end of the year, including key figures of the protest movement. The government made significant efforts to quash the movement and stifle reporting on the protests.

• In October, 29 leading figures of the protest movement, including members of a committee appointed by the community to represent their grievances to the government, and at least one journalist, were charged under the Anti-Terrorism Proclamation.
• In both May and October, Voice of America correspondents were temporarily detained and interrogated over interviews they had conducted with protesters.

The few remaining vestiges of the independent media were subjected to even further restrictions.

• In April, Temesgen Desalegn, the editor of Feteh, one of the last remaining independent publications, was fined for contempt of court for “biased coverage” of the trial of Eskinder Nega and others. Feteh had published statements from some of the defendants. In August, he was charged with criminal offences for articles he had written or published that were deemed critical of the government, or that called for peaceful protests against government repression. He was released after a few days’ detention and the charges were dropped.

In May, the authorities issued a directive requiring printing houses to remove any content which could be defined as “illegal” by the government from any publications they printed. The unduly broad provisions of the Anti-Terrorism Proclamation meant that much legitimate content could be deemed illegal.

• In July, an edition of Feteh was impounded after state authorities objected to one cover story on the Muslim protests and another speculating about the Prime Minister’s health. Subsequently, state-run printer Berhanena Selam refused to print Feteh or Finote Netsanet, the publication of the largest opposition party, Unity for Democracy and Justice. In November, the party announced that the government had imposed a total ban on Finote Netsanet.

A large number of news, politics and human rights websites were blocked.
In July, Parliament passed the Telecom Fraud Offences Proclamation, which obstructs the provision and use of various internet and telecommunications technologies.

Human rights defenders

The Charities and Societies Proclamation, along with related directives, continued to significantly restrict the work of human rights defenders, particularly by denying them access to essential funding.

• In October, the Supreme Court upheld a decision to freeze around US$1 million in assets of the country’s two leading human rights organizations: the Human Rights Council and the Ethiopian Women Lawyers Association. The accounts had been frozen in 2009 after the law was passed.
• In August, the Human Rights Council, the country’s oldest human rights NGO, was denied permission for proposed national fundraising activities by the government’s Charities and Societies Agency.

It was reported that the Agency began enforcing a provision in the law requiring NGO work to be overseen by a relevant government body, severely compromising the independence of NGOs.

Torture and other ill-treatment

Torture and other ill-treatment of prisoners were widespread, particularly during interrogation in pre-trial police detention. Typically, prisoners might be punched, slapped, beaten with sticks and other objects, handcuffed and suspended from the wall or ceiling, denied sleep and left in solitary confinement for long periods. Electrocution, mock-drowning and hanging weights from genitalia were reported in some cases. Many prisoners were forced to sign confessions. Prisoners were used to mete out physical punishment against other prisoners.
Allegations of torture made by detainees, including in court, were not investigated.
Prison conditions were harsh. Food and water were scarce and sanitation was very poor. Medical treatment was inadequate, and was sometimes withheld from prisoners. Deaths in detention were reported.

• In February, jailed opposition leader, Andualem Arage, was severely beaten by a fellow prisoner who had been moved into his cell a few days earlier. Later in the year, another opposition leader, Olbana Lelisa was reportedly subjected to the same treatment.
• In September, two Swedish journalists, sentenced in 2011 to 11 years’ imprisonment on terrorism charges, were pardoned. After their release, the two men reported that they were forced to incriminate themselves and had been subjected to mock execution before they were allowed access to their embassy or a lawyer.

Arbitrary arrests and detentions

The authorities arrested members of political opposition parties, and other perceived or actual political opponents. Arbitrary detention was widespread.
According to relatives, some people disappeared after arrest. The authorities targeted families of suspects, detaining and interrogating them. The use of unofficial places of detention was reported.

• In January the All Ethiopian Unity Party called for the release of 112 party members who, the party reported, were arrested in the Southern Nations, Nationalities and Peoples (SNNP) region during one week in January.

Hundreds of Oromos were arrested, accused of supporting the Oromo Liberation Front.

• In September, over 100 people were reportedly arrested during the Oromo festival of Irreechaa.

Large numbers of civilians were reportedly arrested and arbitrarily detained in the Somali region on suspicion of supporting the Ogaden National Liberation Front (ONLF).

• The authorities continued to arbitrarily detain UN employee, Yusuf Mohammed, in Jijiga. His detention, since 2010, was reportedly an attempt to get his brother, who was suspected of links with the ONLF, to return from exile.

Between June and August, a large number of ethnic Sidama were arrested in the SNNP region. This was reportedly in response to further calls for separate regional statehood for the Sidama. A number of arrests took place in August around the celebration of Fichee, the Sidama New Year. Many of those arrested were detained briefly, then released. But a number of leading community figures remained in detention and were charged with crimes against the state.
There were reports of people being arrested for taking part in peaceful protests and publicly opposing certain “development projects”.

Excessive use of force

In several incidents, the police were accused of using excessive force when responding to the Muslim protest movement. Two incidents in Addis Ababa in July ended in violence, and allegations included police firing live ammunition and beating protesters in the street and in detention, resulting in many injuries. In at least two other protest-related incidents elsewhere in the country, police fired live ammunition, killing and injuring several people. None of these incidents was investigated.

• In April, the police reportedly shot dead at least four people in Asasa, Oromia region. Reports from witnesses and the government conflicted.
• In October, police fired on local residents in Gerba town, Amhara region, killing at least three people and injuring others. The authorities said protesters started the violence; the protesters reported that police fired live ammunition at unarmed people.

Security forces were alleged to have carried out extrajudicial executions in the Gambella, Afar and Somali regions.

Conflict in the Somali region

In September, the government and the ONLF briefly entered into peace talks with a view to ending the two-decade long conflict in the Somali region. However, the talks stalled in October.
The army, and its proxy militia, the Liyu police, faced repeated allegations of human rights violations, including arbitrary detention, extrajudicial executions, and rape. Torture and other ill-treatment of detainees were widely reported. None of the allegations was investigated and access to the region remained severely restricted.

• In June, UN employee Abdirahman Sheikh Hassan was found guilty of terrorism offences over alleged links to the ONLF, and sentenced to seven years and eight months’ imprisonment. He was arrested in July 2011 after negotiating with the ONLF over the release of two abducted UN World Food Programme workers.

Forced evictions

“Villagization”, a programme involving the resettlement of hundreds of thousands of people, took place in the Gambella, Benishangul-Gumuz, Somali, Afar and SNNP regions. The programme, ostensibly to increase access to basic services, was meant to be voluntary. However, there were reports that many of the removals constituted forced evictions.
Large-scale population displacement, sometimes accompanied by allegations of forced evictions, was reported in relation to the leasing of huge areas of land to foreign investors and dam building projects.
Construction continued on large dam projects which were marred by serious concerns about lack of consultation, displacement of local populations without adequate safeguards in place, and negative environmental impacts.

BBC’s George Alagiah Show at African Union (AU) in Addis Ababa

GMT BBC World News of this morning, May 20, 2013, from 7am to 8am ET devoted 15 minutes of its time on George Alagiah or George, one of its correspondents on mission to cover the 50th anniversary of OAU/AU in Addis Ababa. The Headlines News on BBC tells its listeners that Ethiopia is one of the fastest growing economy in the world. The small shoe factory, the coffee bean exporter who promised to bring British financed machinery to export the finished coffee product to the world market was the success story to support the claim.

George was honored by ringing the bell on the floor of Ethiopian Commodity Exchange, the first of its kind in Africa according to BBC. These “economic miracles” and similar “owned” by the very few minority ethnicity are what the BBC Headlines declared the fastest growing economy of Ethiopia. Prime Minster Hailemariam Desalegn who was interviewed on the program was boasting of converting Ethiopia to manufacturing or industrialized country in the coming decade. However, China will not be happy mentioning Taiwan as one of the models for Ethiopia. Hailemariam is not as sharp as the late Meles Zenawi. Is Ethiopia doing business with both Taiwan and China?

George’s AU Show in the coming day or days will cover the roads and buildings in Addis Ababa to support the march to industrialization. If he travels to the outskirts of Addis Ababa flower farms which is bringing in hard currency for the ruling mafia are replacing food producing farm lands. If he goes far he will see the mechanized farm of Sheik Al Amoudi and similar huge tracts of land under the control of the foreign landlords and the government. All these “growth” are at the expense of small farmers and indigenous people. The British development agency and USAID are financing the land grab. Europe has its flower and America has its security, period!

George invited two students from university, two street dancers and one female architect to his show at AU Studio this morning. The street was very quiet looked like the Green Zone of America in Baghdad. We did not see the security forces but I can assure you that George Show was well protected not from ” terrorists” but from the wider public. If George wants to talk to the young people he could have gone to schools and colleges, why did he ask the school and college to come to him ? He went to Ethiopian Commodity Exchange floor why not go to the universities ? The truth is this. He is in total control by his hosts, the government cadres, because Ethiopia is run by armed group of minority clique which bans free assembly and speech throughout the country. Speech and Assembly are only allowed under the eye of security thugs or government picked paid agents.

The women Architect who informed us that she wants to stay in Ethiopia because construction is booming. If George goes around freely which he might not will find hundreds if not thousands of doctors leaving hospitals not because of lack of job but because of lack of basic freedom in Ethiopia. I challenge George to take his show to the people not bringing selected people to his studio at AU and feeding us tons of propaganda which the Ethiopian people are tired of.

The one minute talk about human rights with Hailemariam Desalegn is very shameful. For BBC what matters is “Food growth” not “Freedom”. I want to give tip to George before he finished his AU Show most likely at the end of this week to Visit the Anwar Mosque and Kaliti Jail in Addis. If you are Muslim you can pray if not wait and follow the prayer. Talk to the young female and male and ask them what “growth” means to them. The journalists and political leaders locked up at Kaliti will not be allowed to talk, some were shipped out not to spoil the AU Show, but why not try to talk to family members, mothers,fathers, wives,husbands and children, who are coming daily for year or years to see their loved ones

Last but not least I want George to cover the peaceful rally of May 25 organized by the newly formed Blue Party/Semayawi of Ethiopia (Blue). They will try to come out right where George is , BBC AU studio. I do not want to give you their Web address because it is blocked. One thing George should not forget to report in few days he enjoys life in Addis is the “growth” in Internet blocking. Ethiopia is the worst abuser of all but BBC does not matter much because its correspondents are blocking themselves. Go Blue Go!

በኖርዌይ ኦስሎና አካባቢው የሚገኙ ኢትዮጵያውያን ቅዳሜ በ18.05.13 ህዝባዊ ውይይት አደረጉ። ውይይቱ በሀገራችን በግፍ ለተገደሉ፤ በእስር ለሚንገላቱና ለፍትህ ለነፃነትና ለዲሞክራሲ ለሚሰቃዩና ለተሰደዱ ወገኖች የህሊና ፀሎት በማድረግ ተጀምሯል። በርካታ ታዳሚዎችም ሰማያዊ ፓርቲ የጠራውን ሰልፍ በመደገፍ ጥቁር ልብስ ለብሰው ተገኝተዋል።

 
ውይይቱ የተጠራው በኖርዌይ ለወገን ደራሽ ግብረ ሀይል ሲሆን ያተኮረውም በሚከተሉት ነጥቦች ላይ ነበር፤

ለ. ሰላማዊና ሌሎች የትግል ስልቶች በኢትዮጵያ እና ሰማያዊ ፓርቲ የጠራው ሰላማዊ ሰልፍ
ሐ. ወቅታዊው የኢትዮጵያ ፖለቲካ ከመገናኛ ብዙሀን፤ ከሰብአዊና ከዲሞክራሲ መብቶች አንጻር
መ. ወቅታዊው የኢትዮጵያ ፖለቲካ ሁኔታና በሀገር ቤት ስለታቀደው የሰማያዊ ፓርቲ ተቃውሞ ሰልፍ
ሰ. የሀይማኖት ነጻነት በኢትዮጵያና ሰማያያዊ ፓርቲ የጠራው ሰላማዊ ሰልፍ  የሚሉት ይገኙበታል።
በነዚህ ወቅታዊና አንገብጋቢ ርዕሶች ላይ ለታዳሚዎች የመወያያ ሃሳቦችንና ገለጻዎችን ያቀረቡት በቅደም ተከተል አቶ አርጋው ያቆብ፤ አቶ ዳንኤል አበበ፤ አቶ ዳባ ጉተማ፤ አቶ ዳሂሎን ያሲን እንዲሁም አቶ ሙሀመድ ሲራጅ ሲሆኑ ዝግጅቱንና ውይይቱን የመሩት ደግሞ አቶ ዳዊት መኮንን ናቸው።

በውይይቱ ላይ በርካታና ዝርዝር ጉዳዮችና ሀሳቦች ተነስተዋል።
 
በውጪ ሀገር የሚኖረው ኢትዮጵያዊ (ዲያስፖራው) በኢትዮጵያ ፖለቲካ ውስጥ ጉልህ ሚና ሊጫወት እንደሚችል አቶ አርጋው በዝርዝ አቅርበዋል። በሚዲያና በቴክኖሎጂ በመደገፍ አገር ውስጥና ውጪ ካሉ ተቃዋሚ ሀይሎች ጋር የመረጃ ልውውጦችንና ቅስቀሳዎችን በማድረግ፤ ለአለም አቀፍ ድርጅቶች አቤቱታን በማቅረብ፤ ሰላማዊ ሰልፎችን በማድረግ፤ በመዋጮ በቁሳቁስና በሞራል ተቃዋሚ ሀይሎችን በመደገፍ፤ ገዢው አካል አለም አቀፋዊ ድጋፍ እንዳያገኝ በማድረግ፤ በሲቪክ ማህበራት በመደራጀት ወዘተ ዲያስፖራው በኢትዮጵያ ለሚደረገው የዲሞክራሲና የነፃነት ትግል ጉልህና ትልቅ ሚና ሊጫወት እንደሚችል አስረድተዋል። በአንፃሩ ደግሞ በሀገር ጉዳይ ላይ የተሳትፎ ማነስ፤ እኔ ምን አገባኝ የማለት፤ በማወቅም ይሁን ባለማወቅ አፍራሽ ዜናዎችን በማሰራጨትና የወያኔን ፖለቲካ በማራገብ፤ የመኖሪያ ፈቃድ ካገኙ በኋላ ከትግሉ በማፈግፈግ፤ ለግል ጥቅም በመገዛት ከወያኔዎች ጋር በመተባበር ወዘተ ዲያስፖራው ትግሉን ሊያዳክመው እንደሚችል አስገንዝበው ይህን በተመለከታ ተቃዋሚ ሀይሎች ተገቢውን ክትትል እንዲያደርጉ አሳስበዋል።

በሌላ በኩል ደግሞ የሰላማዊ ትግል ስልቶችን በተመለከተ አቶ ዳንኤል እንዳብራሩት፤ በመቶዎች የሚቆጠሩ የሰላማዊ ትግል ማታገያ ስልቶች የሚገኙ ሲሆን ከነዚህም መካከል ዋና ዋና የሆኑት ከሶስት እስከ አምስት የሚጠጉ ስልቶችን ጠቅሰዋል። ከነዚህም መካከል ትብብር መንፈግና ተፅዕኖ መፍጠር ይገኙበታል። በዚህ አጋጣሚ አሁን ያለውን ስርዓት ለመለወጥ ሁለገብ የትግል እንቅስቃሴን መደገፍ ተገቢ እንደሆነ አስገንዝበዋል።

አቶ ዳባ ጉተማ በበኩላቸው ስለዜጎች መፈናቀል፤ ገዢው ፓርቲ የሚቀሰቅሳቸው ፀብ አጫሪ ሁኔታዎች፤ ለፍትህና ለዲሞክራሲ በሰላማዊ መንገድ በሚታገሉ ንፁሀን ዜጎች ላይ ስለሚደርሰው ግድያ፤ አፈና፤ እስር፤ እንግልትና ወከባ፤ በኑሮ ውድነትና በመሳሰሉት በገጠርና በከተማ በህዝቡ ላይ ስለሚደርስ ስቃይ፤ በአሁኑ ወቅት የተቃዋሚ ፓርቲ አባላት የሚሆኑት ራሳቸውንና ቤተሰባቸውን መስዋዕት ለማድረግ የቆረጡ መሆናቸው በአጠቃላይ የፖለቲካ መህዳሩ የሚመች እንዳልሆነ፤ እስከዛሬ የኢትዮጵያ ህዝብ ገዢ እንጂ መሪ አግኝቶ እንደማያውቅና ያሁኑ ግን ሲኦል እንደሆነበት በዝርዝርና በተጨባጭ ምሳሌዎች በጣም በርካታ ጉዳዮችን አንስተው ለተወያይ ታዳሚዎች አቅርበዋል። በተጨማሪም ትላንት ካልነበረ ዛሬ እንደሌለ ዛሬ ከሌለ ደግሞ ነገ እንደማይኖር የታወቀ ስለሆነ ለዛሬ በጣም እንድናስብበት አሳስበዋል።

እንዲሁም አቶ ዳሂሎን ያሲን በተለይ በአሁኑ ወቅት ያለውን የኢትዮጵያ ወቅታዊ የፖለቲካ ሁኔታና ሰማያዊ ፓርቲ ስለጠራው ሰላማዊ ሰልፍን አቶ ዳሂሎን እንደመነሻ የምርጫ 97 ሰላማዊ ሰልፍን ካነሱ በኋላ በአሁኑ ወቅት በይፋ ስለተጠራው ስለዚህ ሰላማዊ ሰልፍ ሊኖሩት ስለሚችሉት አሉታዊና አዎንታዊ ገፅታዎች አብራርተዋል። በዋናነትም የሰላማዊ ሰልፉ መጠራት ቢሳካም ባይሳካም ያለውን ጠቀሜታና በንፅፅርም የሚታዩትን ስጋቶች ተንትነዋል።

 
በወቅቱ በኢትዮጵያ ስላለው የሙስሊም ወገኖቻችንን ጥያቄዎችና በገዢ አካል ስለሚደረገው የሀይማኖት መብት ረገጣ በተጨማሪም አሁን ስላለው ችግር መንስኤ ዘርዘር ያለ ማብራሪያ በአቶ ሙሀመድ ሲራጅ ቀርቧል።

ታዳሚዎችም በርካታ አስተያየቶችንና ጥያቄዎችን በማንሳት ከፍተኛ ተሳትፎ የተደረገበት ውይይት አድርገዋል።
በመጨረሻም የወያኔው መሪ መለስ ዜናዊ በጋዜጠኛ አበበ ገላው የተደረገበትን ተቃውሞ አንደኛ አመት በማስታወስ ነፃነት ነፃነት ነፃነት የሚለው መሪ ቃል በህብረት፣ በስብሰባው  መክፈቻ ላይ ተብሎ እንደተጀመረ ሁሉ የእለቱ ስብሰባ  ሲጠናቀቅም  በተመሳሳይ መልኩ ተሰብሳቢዉ  ከመቀመጫቸዉ ተነስተዉ በአንድ ድምፅ ነፃነት! ነፃነት! ነፃነት!  የሚለዉን ቃል አሰምተዋል።

በስብሰባዉ ማጠቃለያ  ተሰብሳቢዉ በጋራ የተስማሙባቸዉን  የሚከተሉትን ሦስት አበይት ሃሳቦች የስብሰባዉ የአቋም መግለጫ በማድረግ የእለቱን ስብሰባ አጠናቀዋል።

1ኛ.በኢትዮጵያ ዉስጥ የሰብአዊና ዲሞክራሲያዊ መብት፣የፖለቲካና ሃይማኖት ነፃነት፣ እንዲከበር በተጨማሪ የንፁሃን ወገኖቻችንን ከቤት ንብረታቸዉ አፈናቅለዉ ለሞት ያደረጓቸዉን ሰዋችና የመንግስት ባለስልጣናት፣የሃይማኖት መብት ጥያቄ ባቀረቡ ያሰሯቸዉና የገደሏቸዉን ባለሰልጣናት እነዲሁም በኢትዮጵያ በተለያየ ቦታ የፖለቲካ፣የሚዲያና ሲቪክ ማህበራት አባላትና መሪዋችን ያሰሩና ደም ያፈሰሱ የመንግስት ባለስልጣናት ለፍርድ እንዲቀርቡ ጠይቀዋል።

2ኛ.በኖርዌ የሚኖሩ ኢትዮጵያዊያን ሰማያዊ ፓርቲ የጠራዉን ሰላማዊ ሰልፍ እንደሚደግፉ በጋራ አቋም መግለጫቸዉ አረጋግጠዋል።በተጨማሪ ከአገር ዉጪና በአገር ቤት ያሉ የፖለቲካ፣የሲቪክ፣የሐይማኖት፣ የሴቶችና ወጣቶች መህበራት ሰማያዊ ፓርቲ ለጠራዉ ሰልፍ በተመሳሳይ መልኩ ድጋፍ እንዲያርጉላቸዉ ተሰብሳቢዉ አክለዉ በአቋም መግለጫቸዉ አሳዉቀዋል።

3ኛ.በኖርዌ የሚኖሩ ኢትዮጵያዊያን እያንዳንዳቸዉ የፌስቡካቸዉን ፕሮፋይል በማጥቆርና ቀስቃሽ ድጋፍ ሰጪ ፅሑፎችን ለሌለዉ በማሰራጨት፣እንዲሁም በፓልቶክና በሎሎች ብዙሃን ማሰራጫ ድጋፋቸዉን እንደሚሰጡና ሌላዉም ኢትዮጵያዊ በተመሳሳይ ሁኔታ ድጋፉን በመስጠት ሁሉም የዜግነቱን ግዳጅ እንዲወጣ አሳስበዋል።

Engasjement: Det var høyt engasjement under mandagens debatt om Etipia, både i panelet og blant publikum.

Høy temperatur på Etiopia-debatt

Diskusjonen fortsatte: Da Utviklingsfondet dro fra Litteraturhuset, to timer etter at debatten var ferdig, satt ministeren fortsatt å diskuterte med engasjerte norsk-etiopere.

Både utviklingsminister Holmås og Høyres Peter Gitmark viste stort engasjement i debatten på Litteraturhuset mandag.

Utviklingsmandag: Lokalene var fylt til randen. Det er mye engasjement i det etiopiske miljøet i Norge. Flere av tilhørerne holdt opp plakater med krav om at den norske regjeringen blir tøffere i forholdet til Etiopiske myndigheter. Det var også veldig mange som ønsket å stille spørsmål direkte til ministeren og til Høyres Peter Gitmark som varsler endringer i norsk Etiopia-politikk om hans parti kommer til makten etter høstens valg.

Kritisk til regimet

Noe som har blitt debattert i det siste og som også var sentralt under mandagens debatt er hvordan Norge burde forholde seg til etiopiske myndigheter.

Både Heikki Holmås og Peter Gitmark uttalte seg kritisk til det etiopiske regimets åpenbare menneskerettighetsbrudd.

- Jeg vil se en tøffere linje fra norske myndigheter. Det går i feil retning i Etiopia, ved valget i 2005 ble kun én representant fra opposisjonen valgt inn. Etiopias donorer har nedprioritert menneskerettigheter, sa Peter Gitmark.

Høyre har tidligere varsla at de ønsker å kutte i bistanden til Etiopia. Under gårsdagens debatt utdypet Gitmark tidligere uttalelser og sa at det først og fremst er støtten til offentlige velferdsgoder og støtten til energi Høyre vil kutte.

- Støtte som går gjennom den etiopiske stat blir brukt som symbol på at omverden støtter det etiopiske regimet, sa han.

Også energiutbygging har denne effekten ifølge Gitmark.

- Når du får tilgang på energi får du automatisk sympati for regjeringen. I 2005 ble det installert en rekke solcellepaneler. I ettertid ble denne forbedringen bruk om og om igjen som et bevis på at omverden støtter det etiopiske regimet. Og det ble truet med at støtten ville forsvinne dersom det etiopiske regimet ikke fikk beholde makten.

- Høyre vil støtte den etiopiske befolkningen og ikke regimet. Vi vil lære av diasporaen og ha med diasporaen i kontakten med regimet, fortsatte han.

- Det var en god oppklaring. Det har tidligere hørtes ut som om Høyre vil kutte all støtte til Etiopia svarte Holmås.

Også han var tydelig på at det er noen klare dilemmaer når man gir bistand til Etiopia.

- Vi ønsker ikke å støtte regimet, men å trekke seg helt ut vil ramme mange.

Hvilke rettigheter?

Holmås pekte på balansen mellom politiske og økonomiske rettigheter. Å prioritere politiske rettigheter høyest er ikke alltid riktig. Dersom Norge og andre bistandsaktører kutter støtten til Etiopia kan det hindre oppfyllelsen av for eksempel retten til mat var hans budskap.

Det var tydelig at den etiopiske disporaen satte pris på å få møte representanter for både den sittende og en mulig fremtidig regjering. Og debattiveren var gjensidig. To timer etter at debatten offisielt var ferdig satt utviklingsminister Heikki Holmås fortsatt å diskuterte med etiopisk diaspora.

Stemmen fra Etiopia

I panelet satt også Dr. Million Belay, Direktør for Movement for Ecological Learning and Community Action (MELCA). MELCA er en av Utviklingsfondets partnerorganisasajoner i Etiopia og driver miljøsensitive utviklingsprosjekter i landet. Belay hadde også noen oppfordringer til de norske politikerne.

- Jeg tror ikke sanksjoner vil virke. Spørsmålet om man skal gi bistand til Etiopia burde ikke kobles med andre spørsmål.

Han hadde også noen tanker om prioriteringer i bistanden.

- Jeg vil råde norske politikere til å satse på utvikling av elektrisitet.

“ሌባ… ሌባ… ሌባ…!” What did the Ethiopian regime do to deserve such humiliation?

Clash of civilization between TPLF/Woyane and the people of Ethiopia is reaching the tipping point. It seems Ethiopians in large number figured out the ruling Ethiopian regime and its partners in crime are common ሌቦች (thieves) disguised as a government. Surprisingly, the regime or its corrupt cadres never denied stealing with impunity. They only try to justify it as a good thing for ‘growth and transformation’. Therefore, their determination to funnel public money through TPLF clandestine businesses earned them the label they rightly deserve. And, their audacity to skirt it as something else isn’t helping to prove otherwise.

Take for instance the sorry Woyane Foreign Minster, Dr. Tedros Adhanom that came up with absurd excuse; portraying the opposition as anti development. Speaking softly to sound an innocent bystander in a staged interview, the poor Woyane said ‘we may have political disagreement but why someone would oppose development of their country?’
Like a broken record; repeating what TPLF cadres’ spew over-and-over again for decades. Fortunately, this is the best the Minster can come up with to convince Ethiopians Woyane’s highway robbery is a good thing. Whoever trained him in public relation to make fool of himself should refund his money.  But, how is it a trained PhD comes out in public to tell us, not to give money for TPLF’s thieves is anti development and still qualifies as a Foreign Minster of Ethiopia is a million dollar question he must answer, not on ETV but ESAT? Quite frankly, I don’t understand why Woyane stooges are scared to their pants to come on ESAT and answer the hard questions. ሰሞኑን ኢትዮጵያ ከነበረው ዜና ውስጥ ሕዝቡን እያነጋገረ የነበረው የዋናው ኦዲተር ሪፖርት ከፍተኛ የገንዘብ ብክነት፣ የአሰራር ዝርክርክነት እና ለምን እንደተከፈሉ የማይታወቁ ክፍያዎች በመንግስት መስርያቤቶች ላይ መኖራቸውን የ 2004 ዓም የሂሳብ ምርመራ ሲያደርግ እንደደረሰበት ለምክርቤት ባቀረበው ሪፖርት መግለፁ ነበር።
መንግስት እና የመንግስት ደጋፊዎችም ጉዳዩን እንደዋዛ ለማለፍ ሲሞክሩ እና አለፍ ሲል ደግሞ ጉዳዩ ኢህአዲግን አይመለከትም የሚል ፅሁፍ በማህበራዊ ድህረ ገፆች ለማስነበብ ሲዳፈሩ አስገርመውኛል። በመሰረቱ በስልጣን ላይ ያለ ፓርቲ ማለት በእያንድንዱ የስልጣን መዋቅር ውስጥ አለ ማለት ነው። ይህ ማለት ከገንዘብ ጀምሮ ማናቸውንም የሀገሪቱን ሀብት በመሰለው መልክ ውሳኔ እየሰጠ ነው ማለት ነው። ይህ ”የመንግስት ሀ ሁ” ነው። ይህንን ሃቅ ለመግፋት ያልተፈነቀለ ድንጋይ የለም። በመሆኑም ለደረሰው የገንዘብ ብክነት የገዢው ፓርቲ አባላት እና ባለስልጣናት በቀጥታም ሆነ በተዘዋዋሪ መንገድ ተጠያቂ የሚሆኑባቸው ብዙ መንገዶች አሉ።
ባለፈው አመት ”ግሎባል ፋይናንሻል እንተግርቲ” የተሰኘ አለምአቀፍ ድርጅት ባወጣው ሪፖርት ከ 2000 እስከ 2009 ዓ.ም (እ.ኤ.አ.) ብቻ ከኢትዮጵያ ከ 11.7 (አስራአንድ ነጥብ ሰባት ቢልዮን ዶላር) በላይ በህገ-ወጥ መንገድ መውጣቱን ገልጧል። ይህ ማለት እንደ ኢትዮጵያ ላለች አንዲት ታዳጊ ሀገር የእድገቷ ብቻ ሳይሆን ሕልውናዋን የሚፈታተን ነው። ሚልዮኖች የሚበሉት አጥተው በሚንከላወሱባት ምድር ይህንን ያህል ገንዘብ በህገወጥ መንገድ ወጣ ሲባል እንዴት ዝም ይባላል? በሌሎች ሃገራት ቢሆን ከካብኔ እስከ ምክርቤት የመበተን እና መንግስት ስልጣን እስከመልቀቅ የሚደርስበት ጉዳይ ነበር። እኛ ሀገር ግን ስለ ጉዳዩ መንግስት ማብራርያ አልሰጠበትም። የሚጠይቀውም የለም። ለነገሩ አምባገነኖች ነፃ ሚድያውን ማፈን የሚጠቅማቸው ለእንደዚህ ያለ ጊዜ ነው። ፀጥ እረጭ ለማድረግ።

የ11.7 ቢልዮን ዶላር ጉዳይ ገርሞን (መቸም ሁሌ እንደገረመን ነው) ሳያበቃ የእራሱ የመንግስት መዋቅር የሆነው የዋናው ኦዲተር ሪፖርት ደግሞ አፍ የሚያስይዝ ሪፖርት ለምክርቤቱ አቅርቦ አፋችንን አስይዞናል።
በግንቦት 5/2013 እኤአ ሪፖርተር ባወጣው ርዕስ አንቀፅ ላይ እንዲህ ዘግቦታል። የሪፖርቱን ዋና ዋና ነጥብ፣
- 1.4 ቢሊዮን ብር ያልተወራረደ ሒሳብ አለ፡፡
– 313.6 ሚሊዮን ብር ዕዳ ሳይመልሱ የተሸጡ ድርጅቶች አሉ፡፡
– 897.5 ሚሊዮን ብር ሕጋዊ ያልሆነ ክፍያና ወጪ ተደርጓል፡፡
– ያልተወራረደው 1.4 ቢሊዮን ብር በ57 የመንግሥት መሥሪያ ቤቶች የታየ ነው፡፡
– 15 ድርጅቶች ወይም መሥሪያ ቤቶች ከልዩ ልዩ ገቢ ማስገኛ ምንጮች ገቢ የሚሰበስቡ ቢሆኑም፣ የገቢ ሪፖርት የማያደርጉ በመሆኑ ኦዲት ማድረግ አለተቻለም፡፡
– በ13 ናሙና መሥሪያ ቤቶች የተሟላ ማስረጃ ሳይቀርብ 132.364 ሚሊዮን ብር በወጪ ተመዝግቧል፡፡
– 22 መሥሪያ ቤቶች 13.8 ሚሊዮን ብር ማስረጃ የሌለው ወጪ አድርገዋል፡፡
– 30 መሥሪያ ቤቶች ደንብና መመርያ በመጣስ 353.568 ብር የሚያወጣ ግዥ ፈጽመዋል፡፡
– በውሎ አበልና በትርፍ ሰዓት ተመን 11 መሥሪያ ቤቶች 1.4 ሚሊዮን ብር አባክነዋል፡፡
– በኤርፖርት ተርሚናል የተሰማራ አንድ የግል ድርጅት ገንዘብ በውጭ ምንዛሪ ለመቀበል ፈቃድ ሳይኖረው ከአሥር ዓመታት በላይ እየሠራ እንደሚገኝና ተቆጣጣሪ አካላት ያደረጉት ምንም ነገር የለም፡፡
– 134.7 ሚሊዮን ብር ብድር ያልመለሱ የመንግሥት ድርጅቶች ሲኖሩ፣ የመንግሥት ትርፍ ድርሻ የሆነ 18.549 ሚሊዮን ብር ሳይከፍሉ የተሸጡ ድርጅቶች አሉ፡፡ 44.254 ሚሊዮን ብድር ያለባቸው ሲሸጡም የገዛው አካል ለመንግሥት መከፈል የነበረበትን ያልከፈለ መሆኑን፣ ወዘተ. ወዘተ. ወዘተ.
በትናንትናው ግንቦት 2/2005 ዓ ም የግምሩክ ባለስልጣን ምክትል እና ዋና ሥራ አስኪያጆች ከሙስና ጋር በተያያዘ መታሰራቸውን ኢቲቪ በምሽቱ የዜና እወጃው ላይ ገልፆ ቀሪ የታሰሩትን ስም ዝርዝር ግን ሳይጠቅስ አልፎታል።

የነፃ ሚድያውን የሚተካ ፀረ-ሙስና አካል አይገኝም
እነሆ አምባገነንነት የሰብአዊ መብት እረገጣን ይወልዳል፣ የሰብአዊ መብት እረገጣ ሙስናን ይወልዳል፣ሙስና ብዙ ልጆች ይወልዳል እነርሱም ድህነት፣ሥራ አጥነት፣የተማረውን ‘የኮብልስቶን’ ሥራ ነው ዕጣህ ማለትን፣ በሺ የሚቆጠሩ ሕፃናትን የጎዳና ተዳዳሪነትን፣በሺህ የሚቆጠሩ እህቶችን ለአረብ ሀገራት የባርነት ግዞትን፣ ሚልዮን ወጣቶች በሀገራቸው ተስፋ ቆርጠው መሰደድን ይወልዳል። ከእዚህ ሁሉ ጋር ግን አንድ የማንረሳውን ልጅ ደግሞ ሙስና ይወልዳል አርሱም የጥቂቶችን ቅምጥል ሕይወት፣የሚላስ የሚቀመስ የሚፈልጉ ሚልዮኖች ባሉባት ሀገር በ ሚልዮን ብር የሚቆጠር ”ሐመር”መኪናን በአዲስ አበባ እያሽከረከሩ መታየትን ሌላም ሌላም ልጆች ይወልዳል።
አምባገነኖች እራሳቸው በምዘውሩት የፀረ ሙስና ኮሚሽን እንዳኝ የሚሉት ጉዳቸውን ስለሚያውቁት ነው።አምባገነኖች የነፃ ሚድያን እንደ ጦር የሚፈሩት እውነተኛው የ ፀረ ሙስና ኮሚሽን ነፃ ሚድያው ስለሆነ ነው።ነፃው ሚድያ እያንዳንዱ ባለስልጣን ከበላው እራት እስከ ቁርስ ድረስ ለሕዝቡ እንደሚዘግብ እና ማን የህዝብ አገልጋይ ማን ተገልጋይ መሆኑን ፍንትው አድርገው ስለሚያሳዩት አይፈልጉትም።ለእዚህ ነው እንደ እነ እስክንድር ያሉትን የነፃ ጋዜጠኛ ተምሳሌቶችን ”አሸባሪዎች” እያሉ እስከ እድሜ ልክ እስራት የሚፈርዱባቸው ከአስተዳደራዊ በደል ባለፈ የሙስናውን ጎራ እንዳይነካኩ ከመፍርዓትም ነው።

ሙስና በኢትዮጵያ ከግለሰብ ደረጃ አልፎ የመንግስት የአጠቅቀም ወይንም የአሰራር ስርዓት (system) ሆኗል
በኢትዮጵያ መንግስት ዘንድ ሙስና አሳፋሪ ጉዳይ እንዳልሆነ ብዙ ማስረጃ መጥቀስ ይቻላል። አዎን የፀረ ሙስና ኮሚሽን አለ።ሚድያው የሙስና መጥፎነትን ይነግረናል።አሁን አሁን ለምን እንደቀረ አይታወቅም እንጂ ቀድሞ የሚቀርቡት ማስታወቂያዎች እና ድራማዎች በደንብ የተጠኑ አስተማሪ መስለው ነበር።በፀረ-ሙስና ኮሚሽን ውስጥ በመርማሪነት የሚቀጠር ሰው ደሞዙ በወር እስከ አስራሁለት ሺህ የሚደርስ፣ የሚሄድበት እና የሚዝናናበት ቦታ ሁሉ የታወቀ መሆን እንዳለበት የቅጥር መስፈርቱ ያዛል።አመታት ሲቆጠሩ ግን ቀደም ብሎ የተወሰነ ስልጣን የነበረውን የፀረ ሙስና ኮሚሽን ጥርስ አልባ የማድረጉ ሂደት ከአቶ መለስ ተከታታይ ቁጣ ጀምሮ ኮሚሽኑ ውስጥ የተቀጠሩት የመጀመርያ ደረጃ መርማሪዎች ድንጉጥ እንዲሆኑ ማድረግ የተለመዱ ሆኑ።ሰራተኞቹ በውጭ የሚያዩት እና የሚሰራው አልጣጣም አላቸው።እናም ግማሾቹ በሙስናው ተነካኩ የተቀሩት ሀገር ትተው ሄዱ ሌሎቹ ሥራ ቀየሩ።

ከአንድ ሁለት ወር በፊት ይመስለኛል ሸገር ኤፍ ኤም የፀረ ሙስና ኮሚሽኑን ኃላፊ ” ከእናንተ ሰራተኞች መካከል በሙስና የሚታሙ አሉ ይባላል።እና የእዚህ አይነት ችግር ሲገጥማችሁ እንዴት ነው የምትፈቱት?” ተብለው ሲጠየቁ የመለሱት መልስ ”አዎን ይህ ያጋጥመናል በቅርቡም ተመሳሳይ ችግር አለ በቅርቡም ሁለት ሰራተኞች ላይ የተባለው ችግር ተገኝቷል።” ብለዋል። ይህ አንግዲህ ለሚድያ የተባለው እንጂ ወደ ዝርዝሩ ሲመጣ የባሰ ጉዳይ እንደሚኖር ይታመናል።

በእዚህ ሁሉ ነው እንግዲህ ሙስና ከግለሰብ አልፎ አሰራር ስርዓት(system) የሆነው።የአሰራር ስርዓት(system) የሆነ ሙስናን ለመዋጋት ግለሰቦችን ሳይሆን አሰራሩን(system) ማስወገድ ይሻል። አቶ መለስምሆኑአቶሃይለማርያምደጋግመው መንግስታቸው፣ባለስልጣኖቻቸው፣ነጋዴዎቻቸው ሁሉ ሙሰኛ እንደሆኑ በምክርቤት የተለያዩ ስብሰባዎች ነግረውናል።ይህ ማለት ችግሩ የግለሰቦች ሳይሆን የአሰራሩ ሙሉ መዋቅር -የመንግስት ችግር ነው ማለት ነው።የአሰራር እና የጠቅላላ የመዋቅር ችግር ደግሞ በጥገናዊ ለውጥ አይስተካከልም።ሙሉ በሙሉ የፖሊስ ለውጥ በማድረግ እና ስርዓቱን በመቀየር ብቻ ይፈታል። ይህ በእርግጥ ለመንግስት ከባድ ሊሆን ይችላል።ለሕዝቡ ግን ከባድ አይደለም። ምክንያቱም የሙስና ውጤት ልጆች በሀብት ከመምነሽነሽ በቀር ሌሎቹ አብረውት ስለሚኖሩ ያውቃቸዋል።እናም የሙስና ዋናውን ግንድ የመንግስትን መላውን መዋቅር ትተን ግለሰቦችን አንንቀስ።ግንዱን ትተን ቅርንጫፎችን አንቀነጣጥብ።በአደባባይ ሙስና እንደፈፀሙ የተናገሩ ግን በፈረንጁ አፍ ”ሶሪ” መሰል ንግግር አድርገው የሚኖሩባት ሀገር ውስጥ መኖራችንን አንዘንጋው።

በዘመነ ኢህአዲግ ፓርቲው ሙስና መኖሩ ትዝ የሚለው ሊያስወግዳቸው የሚፈልጋቸው ባለስልጣናት ሲኖሩ ወይንም እንደ ሰሞኑ አይኑን ያፈጠጠ ሪፖርት በተለያዩ ሚድያዎች ሲገለፅ ነው።የውስጥ ሹክቻ በሙስና ማንኪይ ትገላበጣለች። ትናንት የታሰሩት ባለስልጣናት ጉዳይ ላይ ”ለምን አሁን?” የሚል ጥያቄ የቀረበለት የቀድሞው አዲስ ነገር አምደኛ ዘሪሁን ትናንት ከኢሳት ጋዜጠኛ መሳይ ለቀረበለት ጥያቄ የመለሰው መልስ ግን አንጀት ጠብ የሚል ሆኖ አግኝቼዋለሁ እናም በእርሱ ሃሳብ ልደምድም። ”የትናንቱ እስር ከሙስናው ጉዳይ ይልቅ ፖለቲካው ድምፀቱ ነው የሚሰማኝ” ነበር ያለው።

የመንግሥት መሥሪያ ቤቶች የኢፌዴሪ ምክር ቤት ያፀደቀውን በጀት፣ የፋይናንስ አስተዳደር ሕግ እንዲሁም ደንብና መመሪያ በሚፈቅደው መሠረት በትክክል ሥራ ላይ ማዋል ይጠበቅባቸዋል።

በምክር ቤቱ የተፈቀደላቸውን በጀት ሕጋዊና ተገቢ በሆነ መንገድ ጥቅም ላይ ማዋልም ግዴታቸው ነው።

ለሙስናና ብልሹ አሠራሮች በር የሚከፍቱ ሁኔታዎችን ማስወገድና ግልፅነትና ተጠያቂነት ያለው አሠራርም ማስፈን እንዳለባቸውም ይጠበቃል።በተግባር እየሆነ ያለው ግን በተፃራሪው ስለመሆኑ ሰሞኑን የዋናው ኦዲተር መስሪያ ቤት የ2004 በጀት ዓመት ሂሳብ ላይ ያከናወነውን ምርመራ ተከትሎ ለሕዝብ ተወካዮች ምክር ቤት የቀረበው ሪፖርት ያመለክታል።

እንደሪፖርቱ በርካታ የሂሳብ አያያዝ ግድፈቶችና የውስጥ ቁጥጥር ድክመቶች፣ እንዲሁም አፈፃፀማቸው ከደንብና መመሪያ ውጪ የሆኑ ሁኔታዎች መገኘታቸው ተደርሶበታል። ከኦዲት ግኝቶቹ መካከል

በፌዴራል መስሪያ ቤቶች:-

- ወደ 1ነጥብ4 ቢሊዮን ብር አልተወራረደም፤
- 313 ነጥብ 6 ሚሊዮን ብር ዕዳ ሳይመልሱ የተሸጡ ድርጅቶች አሉ፤
- 897 ነጥብ 5 ሚሊዮን ብር ህጋዊ ባልሆነ ክፍያ ወጪ ተደርጓል፤
- 2 ነጥብ 4 ሚሊዮን ብር ከግብር ከፋዮች በስህተት የተሰበሰበ ገንዘብ፤
- በ30 መስሪያ ቤቶች 353 ነጥብ 6 ሚሊዮን ብር ደንብና መመሪያን ያልተከተለ ግዥ ተፈጽሟል፤
- በ9 መስሪያ ቤቶች 3 ነጥብ5 ቢሊዮን ብር ባልተሟላ ሰነድ ወጪ ሆኗል፤
- በ27 መስሪያ ቤቶች ከተፈቀደላቸው በጀት በላይ ብር 212 ነጥብ5 ሚሊዮን ተጠቅመዋል፤ የሚሉት ዋነኞቹ ናቸው።

ከሪፖርቱ ለመረዳት እንደሚቻለው መስሪያ ቤቶቹና እነርሱን የሚመሩ የሥራ ኃላፊዎች የመንግሥትን አሠራርና መመሪያ ወደ ጎን በመተው መስሪያ ቤቶቹን መርተዋል ወይም አስተዳድረዋል ማለት ነው። አሠራሩ ተገቢና ሕጋዊ ባለመሆኑ የእርምት እርምጃ መውሰድ የግድ አስፈላጊ ይሆናል።

እንደሚታወቀው የዋናው ኦዲተር መስሪያ ቤት በፌዴራል መንግሥት በልዩ ልዩ መስሪያ ቤቶች የፋይናንስና ሕጋዊነት ኦዲት ወቅት የታዩ ዋና ዋና ግኝቶች ለምክር ቤቱ በየዓመቱ ያቀርባል። መስሪያ ቤቶቹም አሠራራቸው ሕጋዊና መመሪያውን የተከተለ ይሆን ዘንድ ያሳስባል። ምክር ቤቱም አስተያየቱን በመስጠት እንዲስተካከሉ ይጠይቃል።

በየዓመቱ ግን ተመሳሳይ ነገር እያደመጥን ነው። በቢሊዮን የሚቆጠሩ ብሮች የሕጋዊ አሠራር ያለህ እያሉ ይጮኻሉ። ዋና ኦዲተር መስሪያ ቤትም በየዓመቱ ሪፖርት ያቀርባል። የሚሰማ ጆሮ ግን አልተገኘም ማለት ይቻላል። ስለዚህ የሚሰማ ጆሮና የሚቆነጥጥ አካል ሊኖር ይገባል ማለት ነው።

ስለሆነም በሪፖርቱ መሠረት የእርምት እርምጃ ባልወሰዱ የሥራ ኃላፊዎች ላይ ተገቢውን አስተማሪ እርምጃ ሊወሰድባቸው ይገባል። ይህን ማድረግ ካልተቻለ ግን በሚቀጥለውም በጀት ዓመት ተመሳሳይ ሪፖርት ለመስማት ፈቅደን ተቀምጠናል ማለት ነው።

የአስፈፃሚውን አካል የሚቆጣጠረው የኢፌዴሪ የሕዝብ ተወካዮች ምክር ቤት መላው የኢትዮጵያ ሕዝብ በሰጠው ውክልና መሠረት ኃላፊነቱን በአግባቡ ሊወጣ ይገባል።ሪፖርት አዳምጦ መስተካከል አለበት ብቻ ብሎ ማለፍ የለበትም።

ምክር ቤቱ በእዚህ ጉዳይ የወሰደውን እርምጃም ለሕዝቡ ማሳወቅ ይጠበቅበታል። ሕዝቡ በ2004ዓ.ም የዋናው ኦዲተር ሪፖርት መነሻነት ችግር በተስተዋለባቸው መሥሪያ ቤቶችና የሥራ ኃላፊዎች ላይ ምን ዓይነት እርምጃ እንደተወሰደ ማወቅ ይፈልጋል። ተገቢም መብቱም ነው።

አስፈፃሚው አካልም በምክር ቤቱና በሕዝብ የተሰጡትን ኃላፊነቶች በአግባቡ ሊወጣ፣አስፈፃሚ መሥሪያ ቤቶቹም የተሰጣቸውን ኃላፊነትና በጀት በአግባቡና ሕጉ በሚፈቅደው መሠረት ሊሠሩ ግዴታቸው በመሆኑ ሕግ አውጪው አካል ጠንከር ያለ ቁጥጥር ማድረግ ይጠበቅበታል።

የጥሬ ገንዘብ ጉድለት ያሳዩ፣ ደንብና መመሪያ ሳይከተሉ ያለ አግባብ የተፈፀሙ ክፍያዎች፣ለንብረት ገቢ ደረሰኝ አለመቁረጥ፣የወጪ ማስረጃ ያልቀረበበት ሂሳብ፣የግዥ አዋጅ ደንብና መመሪያ ሳይከተሉ የተፈፀሙ ግዥዎች፣ የወጪውን ትክክለኛነት ማረጋገጥ ያልተቻለባቸው ሂሳቦች፣ በብልጫ የተከፈለ ወጪ፣ በገቢ ሂሳብ ሪፖርት ውስጥ ያልተካተተ ገቢና ሌሎች ግድፈቶች ለሙስናና ብልሹ አሠራር በር የሚከፍቱና ሙስና ያጠላባቸው በመሆኑ አስፈላጊውን አፋጣኝ እርምጃ መውሰድ ከአስፈፃሚውም ሆነ ከምክር ቤቱ ይጠበቃል።

የዋና ኦዲተር ሪፖርትን በአግባቡ አዳምጦና አጢኖ የቢሊዮን ብሮች በሙስና የመጥፋትን ጩኸት በማድመጥም ፈጣን የማስተካከያ ርምጃ መውሰድ አስፈላጊ ነው።

በተለይ በተደጋጋሚ ሕግ ደንብና መመሪያ ያልተከተለ አሠራር ተግባራዊ የሚያደርጉ መሥሪያ ቤቶችና ኃላፊዎች ላይ አስተማሪ የሆነ እርምጃ ሊወሰድባቸው ይገባል።

ሕዝቡ ከሕዝብ ተወካዮች ምክር ቤትና ከአስፈፃሚው አካል በእዚህ ዙሪያ የተወሰዱ እርምጃዎች የማወቅ መብቱ ሊከበርለት ይገባል።

ከድህነት ለመውጣት የሚያደርገውን ትግል በማገዝ ረገድ ከፍተኛ ድርሻ ያለው የአገር ሀብት በግለሰብ የሥራ ኃላፊዎች ቸልተኝነት ድክመትና ብልሹ አሠራር ምክንያት ለአደጋ መጋለጥ የለበትም።ስለሆነም የዋናው ኦዲተር ሪፖርት ይደመጥ፤በጥፋተኞች ላይም ሕጋዊ እርምጃ ይወሰድ!

As Easter goes on, a historical wedding inside Qaliti prison

When the dictators incarcerate valued and exceptional leaders without justice, it is not only to bar them from their followers, but to break their soul in irreversible manner. Today our brave Ethiopians broke the passion of the oppressor by having a wedding inside the notorious Qaliti prison. Even if the bride and groom made their contact behind the miserable fence, they have touched millions on their shiny love story for generations to come. Yes, the participants sang cultural and religious songs! But they were also singing a freedom anthem about their famous leader Abubekir Ahmed while approaching the prison.

Ethiopian Muslims have showed their unwavering struggle to earn their freedom of religion in a peaceful routine. The ruling junta attempted to interrupt this nonviolent routine in several occasions, they have sent cadres to trigger chaos inside demonstrations, they have recruited influential figures and prominent preachers, but they failed miserably.

Ethiopian Muslims have contained the malicious strategy of T.P.L.F in extreme superior custom, by applying patriotic and peaceful ways en route for their freedom. Today’s wedding is a reflection of dominance under the constitution, they are demonstrating by preparing a historical wedding inside the prison, a motorcade was making a parade, a forceful honk streamed throughout Addis Ababa, the youth clapped and sang happily by dreaming tomorrow. There was a chorus among the women, you perhaps take our men to the jail, but we will get married among the innocent prisoners until you fade up arresting our men. The government could brag for having strong military force, but today’s wedding was powerful enough to contain the heart and minds of the military.What a peaceful struggle! Ethiopia confirms jail terms for blogger, opposition figure

An Ethiopian court on Thursday dismissed the appeal of blogger Eskinder Nega and opposition leader Andualem Arage who were jailed last year for terror-related offences.
"The sentencing is still correct so there is no reduction," said Supreme Court judge Dagne Melaku, confirming Eskinder's jail term of 18 years and Andualem's life sentence.

One of the charges -- serving as a leader of a terrorist organisation -- was dropped, but had no affect on sentencing. After the ruling, Eskinder made an emotional appeal to the court which was crowded with family, friends and diplomats. "The truth will set us free," he said. "We want the Ethiopian public to know that the truth will reveal itself, it's only a matter of time."

 Both men are accused of links to the outlawed opposition group Ginbot 7. "The walls of justice will be demolished," Andualem told AFP. Four other men also jailed for terror-related charges had their appeal quashed. One other defendant, however, Kinfe Michael, had his sentence reduced from 25 years to 16 years. Rights groups have called Ethiopia's anti-terrorism legislation vague and accuse the government of using the law to stifle peaceful dissent. "I am very sad, I am very angry, I cannot talk rationally," Eskinder's wife Serkalem Fasil told AFP after the decision.  Defence lawyer Abebe Guta said that justice had not been served, and that if his clients agreed, they would appeal to court of cassation, Ethiopia's highest court. Ethiopia has one of the most restricted media in the world and the highest number of journalists living in exile, according to US-based press watchdog, the Committee to Protect Journalists. Last year Eskinder was awarded the prestigious PEN America's "Freedom to Write" annual prize. Rights groups including Amnesty International and Human Rights Watch condemned the initial conviction of the Eskinder in July 2012.
